JPG is the safe answer. Every website, form and printer accepts it, and it handles photographs well. It cannot store transparency, so anything see-through comes out white.
PNG is lossless and keeps transparency, which makes it right for logos, screenshots and anything with sharp edges or flat colour. It is a poor choice for photographs — the files come out several times larger than a JPG for no visible gain.
WebP gives noticeably smaller files than JPG at the same visible quality, keeps transparency like PNG, and works in every current browser. Use it for your own website. Use JPG when you are uploading somewhere that might be fussy.

In Safari, yes. Other browsers cannot decode HEIC, so convert them on the phone first or send yourself a JPG copy.
Converting to PNG does not. JPG and WebP trade a little quality for a much smaller file, so keep the slider high if the picture matters.
